Established in 1988, Tri-State Construction traces its history to northern New Jersey. Shabbir Jamali and his brother, Shakir Jamali, founded the enterprise on the spirit of consistently providing quality workmanship. With the challenge of changing the contractor stereotype, Tri-State Construction began building a reputation of trust.
Through public works bidding, Tri-State steadily won contracts for asbestos abatement in New York and New Jersey. In the early 1990’s, the relatively new enterprise was recognized as the largest minority contractor in the field. With strong support from their cultural community as well as colleagues in the industry, Tri-State Construction and the Jamali brothers continued to grow.
As early as 1994, Tri-State began their foray in residential and commercial general contracting. With much success, the firm reduced asbestos abatement work and focused on potential clients in the growing private market. With the lucrative expansion of the housing market, Tri-State invested heavily in equipment and manpower. Their goal was to self-perform work in an effort to increase profitability, reduce project cost, and limit project delays. This new path has proven successful as Tri-State Construction was awarded more than $10 million worth of contracts between the years of 1995 and 2000.
Using time-tested techniques, as well as innovated methods developed in-house, Tri-State Construction assures quality of workmanship and Owner satisfaction on every project. To that end, this firm has consistently been driven to excel above and beyond the expectations of the Owner. Doing so has allowed Tri-State to steadily grow for 25 years and establish itself through three generations, remaining a strong family-run enterprise.

Tri-State has the ability and experience to build a variety of projects under multiple contract formats. Design / Build, Construction Management with or without Risk, Cost Plus Fee with a Guaranteed Maximum Price and Stipulated Lump Sum are some of the more typical contracts used today.
Selecting a Construction Manager to work with the Architect during the design phase of a project has rapidly become the more favored method of selecting a Contractor. Utilizing some of the same guidelines used for selecting an Architect, an Owner can select a Contractor / Construction Manager to work as part of the team during the design / pre-construction phase of the project. With this comprehensive team utilizing their various areas of expertise, the Owner is assured of getting the best product possible based on whatever budget parameters have been established.
Based on the various contract types, Tri-State urges Owners to select a Construction Manager during the design. The CM can provide valuable assistance during the design phase to help the Owner get the highest quality project that falls within the budget constraints
PRE-CONSTRUCTION
Our Pre-Construction team is dedicated solely to preparing the project for construction. Tri-State Construction recognizes the importance of proper planning, and therefore have established an experienced and knowledgeable team to guide the owners. The preconstruction staff, among other tasks, will assist in the completion of due diligence required by the owners, such as gather information from the township, provide concepts and perform accurate proposals or takeoffs.
Utilizing our own in-house expertise, we can also provide systems analyses, value engineering, and detailed document review and coordination to ensure the most cost-efficient and timely design.
Finally, we determine the project team, which will include Project Manager, Project Superintendent, and Project Engineer. It is imperative that we match the proper management team with the right project ot successfully complete the job on time and within budget.
CONSTRUCTION MANAGEMENT
In the role of construction manager, Tri-State Construction provides a full range of services to assist clients during the planning, design, and construction phases of projects.
Tri-State Construction is experienced in providing construction management services on a variety of projects, including commercial, residential, religious institution and recreation. Our approach is to serve as an extension of our client’s organization, complementing their capabilities and representing their interest throughout the duration of the project.
From the early planning and design stages through project completion and close-out, Tri-State utilizes proven advanced management systems and procedures to ensure that project goals are met. We will also ensure that our clients’ goals for cost, schedule, and quality are met.
GENERAL CONTRACTING
Tri-State Construction is also known to be a competitive bidder on the open market. Through the use of modern technology, we manage to bid below market value by reducing overhead and streamlining our processes. It is our primary goal to provide the Owner with an economical design and construction process without sacrificing quality of workmanship.
VALUE ENGINEERING
An important aspect in construction is the ability to complete the work within budget. The Architect may design in one direction, however, application in the field may have disastrous consequences. Tri-State Construction has the ability to acknowledge such expenses during mobilization, construction and maintenance of a proposed project and provide economic alternatives. It is important to note, that Tri-State also provides valuable alternatives in regards to quality, price and schedule to ensure the Owner is satisfied with the end product. If not, Tri-State will work to do so.
TECHNOLOGY
Tri-State Construction utilizes modern technology to provide efficient communication, design and management. The use of BIM software as well as the most recent scheduling and drafting tools allows the project team to effectively problem solve and proceed with the project resourcefully.
Autodesk Revit is used to design projects in 3D and to assist more complex projects during the design phase. Tri-State also provides 3D modeling for projects to better illustrate the final products for the Owner.
In house programmers have also developed proprietary software to assist in project management, scheduling, and estimating. With the right tools, everyone at Tri-State performs more efficiently.

DESIGN – BUILD
Tri-State Construction prides itself for their established network of architects and engineers. With our resources, we are certain we will provide our clients with the best professional service there is to offer in the Tri-State region.
Through Design-Build agreements, the Owner will be confident the project is designed and implemented faster and more economically when compared to conventional methods. Tri-State has experience on multiple projects with this delivery method and is certain it will improve the process of project delivery.
During Design-Build agreements, Tri-State assumes the responsibility of developing the project during the design phase and following through construction and into owner-occupancy. After reviewing project requirements with the Owners, Tri-State provides a design that satisfies all criteria. Generally, the advantages include faster project completion and lower project cost. Value engineering is performed on every Design-Build project.
ESTIMATING
Each project Tri-State commits themselves to is comprised of thousands of components ranging from material, to labor, and to consultation. In order to provide our clients with an accurate proposal, which will almost eliminate change orders during the construction phase, we employ an advanced cost comparison database. Updated routinely to reflect the changing market, our system will predict the cost of the project accurately to avoid any misunderstandings during the construction phase.
PROJECT MANAGEMENT
Tri-State’s Project Managers monitor each phase of a client’s project from budget estimating to scheduling, contract documents, analysis of specifications, reviewing subcontractor bids, and billing payments. Project Managers use their experience to develop strategies for improving project quality and maximizing the value of the client’s project. Our Managers are responsible for organizing a client’s project and ultimately ensuring the overall quality of each client project.
PROJECT SCHEDULING
For most clients, scheduling is the most critical aspect of a project. Tri-State Construction recognizes the importance of proper scheduling and how it will save our clients money in the long term. The schedule is a standard with every contract, since it dictates when a phase of the process begins and ends. Also, it is a tool to evaluate our quality and promise. It is important to us, as it is important to our clients, to complete a project on time.
FIELD SUPERVISION
Field Supervision is critical in maintaining a project on schedule and within budget. Our Field Supervisors, with as much as 20 years experience, are given project objectives daily and maintain a safe, productive, and workable site.
QUALITY CONTROL
Tri-State Construction has always enjoyed a reputation for quality construction and on-time completion. This reputation resulted from methods we employ on every project to monitor project quality.
An effective and innovated way to monitor this quality is by creating a custom “punch list” designed for each individual project. The purpose of which is to isolate issues and resolve them efficiently.
Completing a project with the highest quality reduces costs to Tri-State and the Client.
Utilizing knowledgeable, experienced Field Supervisors greatly reduces potential problems during construction. Our Supervisors have a broad knowledge of all the specific trades used during the construction of a project, and they are required to assure that all work is completed to the highest standards.
Once a project is completed, Tri-State Construction provides the owner with operation and maintenance manuals, manufacturers’ warranties and “as-built” drawings. Additionally, our clients receive complete subcontractor listing, maintenance and operation information for all required items.
NEGOTIATED PROJECTS
Tri-State is also active in negotiated projects in addition to bid projects. In these projects, we operate as part of an Owner-Architect-Contractor team, and are often contracted for design services as well as construction services.
We found this type of project very efficient and highly successful. Additionally, these types of projects comprise most of our satisfied repeat clientele.
BUILDING TRUST.
SAFETY
Over the course of 25 years, safety on the jobsite has been a consistent concern to the Client. Consequently, Tri-State Construction has taken broad strides in ensuring proper safety on the site. Safety walk throughs, site protection, and proper tools and equipment support this commitment. Tri-State has yet to violate OSHA on any of their jobsites, and to this day, there has been no notable accidents or issues jeopardizing those working in the field. Tri-State is proud of their consistent reputation and continues to carry this recognition.
